The charge relates to comments he made about referee Mark Clattenberg following the controversial Merseyside derby at Goodison Park on October 20th.
The Blues boss has been charged with two breaches of FA Rule E3 in respect of comments he made immediately following the game and also comments he made in the press conference the following week.
The FA charge states that ĎIt is alleged that the comments made referring to referee Mark Clattenberg on each respective occasion amount to improper conduct as they call into question Mr Clattenberg's integrity and/or imply that Mr Clattenberg was motivated by biased.'
Everton lost the game against Liverpool but the main talking points after the match centred on the dismissal of Tony Hibbert and the late penalty appeal that the Blues had turned down.
Moyes has a couple of weeks to consider his response.

Well, I would say the delay is and the reason for the charge are in fact both for the same, simple reason:
They, at the FA, as we all know, have their heads up their own arses.

if the refs just came out and explained decisions like managers and players do then maybe this wouldnt happen

Moyes wanted this though so he could tell the FA what Twattenburg had said to him after the game. Wipe the floor with him Davey.
Good point, I'd forgotten about that...
"I know the real story. I know what has gone on and I know what the referee's thoughts were because of his comments to me. If the FA want to know the real comments then they need to speak to me"

Does he get a fine? what does FA charge really means?
Moysey's got a few weeks to reply I think and then the punishment (if at all) will be decided.

Clattenburg awarded Liverpool two penalties a Goodison Park, also sending off Tony Hibbert and Phil Neville for their respective misdemeanours in the area, but refused Everton one when Jamie Carragher appeared to foul Joleon Lescott in the box in the dying moments. Moyes was also incensed that Dirk Kuyt was only booked for a two-footed lunge at Neville.
Moyes, who has requested a personal hearing, is alleged to have called into question Clattenburg's integrity and/or implied he was motivated by bias following the 2-1 defeat. "We deserved that penalty if not more," said Moyes after the game. "If the other penalties were more blatant than that, then I am in the wrong game. I am seemingly seeing football differently.
"If the referee does not see that you have got to ask why. Maybe they should not be there. It can't just be me being bitter, people asked was the referee biased and I can't comment but we got nothing at all."
