If that's what you want Newquay in Southwest England is probably your best bet, in the Summer! Maybe a 6 or 7 hour drive from Liverpool or less than an hour on a plane from Newquay to Manchester where you can make your way to Liverpool. My cousin rows in the docks with his rowing club. I think both of these are in Albert Dock though.
