Just to illustrate, If a player is welcomed to a new club and fits in well, 'I was happy with everything and welcomed by all from the manager to the tea lady' If a club goes into liquidation, 'it effects everyone from the highest figures and upper echelon, down to the tea lady' If a club has a very bad season and suffers a relegation, 'It effects everyone from the manager to the tea lady' I think what you read above in link format was merely another example.
