Transfer bans coming for Premier League teams apparently

The general manager of Real Madrid has said that it's likely Premier League teams will be punished in the near future for signing foreign players under the age of 18 in a similar way to how Real Madrid did.

other than the usual suspects of Man United, Chelsea, Man City, Arsenal, are there any other squads you can think of who would be banned by this?

I know Patto sees quite a few of the youngsters play, maybe someone as well as him can speak to the foreigners on our young squads.

I'd think Chelsea, they had a 15/16 year old Ivorian (Victorien Angban) enter the academy after impressing in the African U-17 Championship and even had his brother play reserve football to help him settle.
