I estimate it was before the advent of the EPL, most likely between 1984 - 90 but I don't remember him being plastics manager any time in the last 20 years. I didn't go ahead and look it up damn it. I don't know for definite when Webb was plastics manager, only made a decent guess from what I remember. I realize it wasn't the during the Cretaceous period of dinosaurs, but don't know for certain quite when it was. There was no damn cheating or foul play involvement.
