Almost certainly, no point in having people spread all over the place, plus it means they don't have to staff those areas so saving a little bit of dosh. If demand for tickets suddenly shot up they have the option of making another section available.

An alternative view could be that the club thinks he may be a "late developer" and still think he has a future with us? That said I do believe that this may be his last chance to show his potential. Giving him another full season on loan in a lower league can only be good for all concerned (It worked for Ossie!) He gets valuable 1st team football and a chance to develop at little/no cost to us and also it puts him in the shop window if DM decides that he's not going make it.
