Cornish Steve
At the manager level, it has to be Brian Clough. Sadly, was too eccentric and outspoken for an Old Boys' Club such as the FA. As a player, maybe Steve Bruce? As I remember, Alex Stepney played only once for England, despite being a great goalie.
Cornish Steve
Forgive me mentioning a Liverpool player, but there's Jimmy Case.
Zoo
Mikel Arteta - In his day was top notch. Sylvain Distin - Better than any French defender going to the World Cup. Paulo Di Canio - One of the best players to have played in the Premier League yet was over-looked by Italy. Matt

Dalziel Kane
Seen it read once or twice that Di Canio had no interest in playing for the Italian national side ? Only cared about helping his respective domestic club sides to "success" and wasn't fussed about being involved on the international stage. Arteta is always a surprise, and fair enough the caliber of the recent Spanish sides has been impressive, but he could've featured somewhere along the line in one of those meaningless friendlies they so often produce. Le Tissier is another name some could suggest, it's easy to forget he actually played for England, albeit a handful of appearances. Neil Young was another name that hardly featured, or in fact, don't believe ever played at international level. Very effective center forward that could've been utilized to better effect. Gold star to anyone who can produce eleven names for this here debate.

Oztoffee
I remember my old man saying that Albert Dunlop was the finest "uncapped 'keeper" in England and deserved to play. I could never as a kid understand this as I knew that Dunlop always wore a cap!

Bailey
I dont think Arteta was ever good enough to get in the Spanish team. You would barely have heard of him had he played in Spain.
