who made that rule? and why?

 

There's a lot more football than the Premier League in England, it means local clubs don't have to compete with the PL for attendances at 3pm.

 

FA Cup is similar, especially as the attendance can be a big cash-win for smaller clubs when they draw bigger clubs.

 

EDIT: As to why, IIRC it's an agreement between the FA, Football League and Premier League.
